It is a legal requirement for HSNO Classes 6.1A and 6.1B substances to be under a Certified Handler's control. These chemicals are heavily regulated and require only certified people to handle or work with them. Certified Handlers must also be onsite to receive chemical deliveries.
Trainees may handle products classified as Classes 6.1A and 6.1B only while under the supervision of a Certified Handler. The Certified Handler must be present at the location and available at all times to provide assistance while these substances are being handled. Also, consider important factors such as staff turnover, planned leave (annual leave) or unplanned leave (sick leave, parental leave, bereavement leave). If the only Certified Handler on site becomes unavailable, then using these highly toxic substances becomes illegal.
Ensure that there are enough Certified Handlers onsite. Anyone likely to be handling these substances should be certified.
We recommend that location or site managers also seek certification to understand the compliance requirements better. This will help mitigate hazardous substances related risk and provide additional certified individuals on site to receive deliveries of these substances.
The Certified Handler Certificate will be issued when the Compliance Certifier is satisfied the applicant meets the relevant competency requirements. These are specified in Regulations 4.3 and 4.5. A Certified Handler Certificate is valid for 5 years from this date.
